Hey guys.
My brother applied student visa in general category on June 7th
He got refusal ok 31st July and Reason stayed was - expired LOA
But we had already submitted new LOA on July 17 via IRCC web forum.
Any suggestion what to do next? Or should re- apply? But it’s the embassy mistake they never checked new LOA.

If the LOA included with the original application was expired, then he was correctly refused. He should reapply. It's not an embassy mistake - when you submit an application, it needs to be complete.

When apples LOA was Valid.
However the start date was July 3rd. We asked college to deferred the program till September and received another LOA for September and it was uploaded before the old one was expired.

Update- so I did sent an email to CIC. Included new loa, refusal letter and Letter explaining that what exactly happened.
Then I got an email that there is an update on your profile. Once I checked, Cic had added Letter of explanation with application.
I guess they have re-opened by themselves.
