Scenario: I am an applicant from India and have an 'Immigrant' single entry visa of Canada which is valid till 23rd Nov'17. For first landing and to initiate my PR car, I'll be travelling to Toronto for only a week in the month of Oct'17 post which I'll be flying to the US where I'll be spending another 3 weeks. I have a return flight to Delhi from San Francisco via Toronto.
Query: Since I won't be having my PR card by the time I re-enter Toronto to boarding my connecting flight (as I have a 2:30 hrs lay-off in Toronto while returning to Delhi via San Francisco) and would have also exhausted by single entry immigrant visa, what documents would I need to re-enter Canada to board my connecting flight? Should I apply for a transit visa to re-enter Canada within 3 weeks of first landing or should I apply for another Confirmation of Permanent Resident Document?
Also, could you please suggest when should I be applying for this document/ visa as I am planning to travel in October'17.
You will need a PRTD. Once you land you won't be eligible for a transit visa. Since you have a immigration visa now, they probably won't issue you a transit visa anyway.

I understand that I will have apply for PRTD, but my question is from where and when? Can I apply it at New Delhi VAC even before I have first landed in Canada? As far as I know, I should have a landed visa stamping before I can raise a PRTD request. Can I apply for PRTD while I am in Toronto (from 28th Sep till 5th Oct) which to me seems to be too less a time for PRTD processing? Or should I apply for it from US since I'll be in US from 6th till 24th Oct? Would this time period be enough to get PRTD from US since I have a return flight from San Francisco to Delhi via Toronto on 25th Oct'17?

1. No, it is a "Permanent Resident TD" you won't be a PR until you "land"
