Update on exempetions to travel restrictions

International students who hold a valid Canadian study permit or who were already enrolled or accepted at a Designated Educational Institution (DEI) in Canada prior to the implementation of the travel restrictions will be allowed to travel back to Canada. Immigration Refugee and Citizenship Canada (IRCC) is asking these foreign nationals to self-identify to the airlines prior to boarding and to provide a valid study permit or letter of introduction from the government dated March 18, 2020, or before as proof.

so according to the statement students who got accepted at universities before march 18th but yet to receive a visa approval can enter canada upon receiving a positive outcome?

Even if anyone could travel to Canada the isolation is now mandatory for 14 days, cannot use public transport, cannot stop on way to accommodation, if found to not be complying can be subject to upto a 750k fine or 6 months jail.

No. You would need to have your study visa approved before March 18th.
