I was told other departments normally they take 10 from the waiting list but my department take only 1 from the waiting list and definitely i am number 10 in my departments waiting list

My department said all applicants will be notified by May 18. Since we have waited this long, May 18 is by the corner. We shall wait. By major concern is that I am an international student and visa processing from what I heard takes a lot of time. I don't know how true this is.

If they notify successful applicants on time, then why don't they notify rejected ones on time as well to free peoples mind from anticipation.

There is no harm in sending a polite mail to your department inquiring about application status still says complete ready for review and hear what they would say. Mine said May 18 ALL applicant's will be notified. My mind is at rest. Best wishes to us all.

For which program? You can't say if its good news or not but am guessing who wrote to them. What it means is they are yet to review some peoples application.

MSc Chemical Engineering is it not thesis based?. What do you mean by pre-qualification form. Did you apply for Fall 2018 admission? Anyways every department is different in terms what is required for admission.
