University Admission during PR process

I'm an international student! I want to apply for PR after working for an year with PGWP. I aspire to study in a medical school, so my question was that, can I apply in universities and pay domestic tuition fees while my PR is under process?

You can certainly apply to universities. You will have to wait until you are officially a PR before you will qualify for domestic tuition fees.
