Uni excempt me from IELTS , embassay is asking for IELTS

hi i got admission letter from uni of regina in august . i applied for study permit and the embassy ask me for IELTS. although my uni give me admission letter without IELTS. Can anyone tell me is it requirment of embassy or uni. bcz there is nothing written on offical page about IELTS

no its not in list. i am applying from italy..my bachlor uni ( pakistan) and and my master uni ( italy) both are excempt from IELTS. there is nothing on page.
