You applied your notes under the Privacy act and there are the sections corresponding to that.

When your apply for your GCMS notes, it released only your information, and not other people on the application. So their information is withheld under s26

The kits and application form refers to when an applicant intends to add spouse or a child to the application. or IRCC seeks additional info or a schedule to be filled. But if it was cancelled, then they decided not to ask for any ADR.
You are 90%, as soon as your security is passed, you will have the PPR.
LegalFalcon thanks for your insight. Can my security check be affected by my change of environment; i just left the country of residence back to my own country in the last 30 days because I have completed my contract. Do I really need to notify IRCC on that or just wait for the PPR?
It's been almost 48 days and I've not yet received my GCMS notes. Therefore I guess the only option is to file a complain to ICC. Does anyone know if a complaint will impact or add a 'bad marker' to my PPR application?

No, security is not affected by change of country. It is more to do with looking into your antecedents. If your address is changed or you moved to a new country, you should inform IRCC.
