Any one with idea to share please. Does this mean that i got refused on study permit i applied for because because i didn't done upfront medical i just waited for medical request? Any one with idea?

But i asked someone who works in VFS and she just told me that they have sent that envelope to another canadian office for final decision making thats what she told me and before that i received the biometrics letter.
