So it like i did my b.tech in mechanical engineering with 17 backlogs and my ielts score is 7 bands. First of all should i apply for UG course or PG course and is it possible to go for UG cource in canada after completing graduation in india. Which intake i should apply for may or September ? And which college is best ? Centennial college, confederation college or st. Clair college ?? Any honest reviews about these colleges ? Or is there any other colleges i should go for ?

You should never apply for under grad course as you already have a degree for the same. You need to show the growth in your academics and is advised to pick a PG diploma or masters degree(best option). Now it depends if you course is offered in May. If it is then go for it. other wise you can consider applying in September. But will have around 1 year gap. You can also try to get enrollment for JAN intake.
