IRCC will only be able to determine if photos are of correct specifications (or not) when your application is picked up for processing and I assume the processing is done sequentially in order in which they are received. So I think as per current timelines, you will have to wait for ~3 weeks to know the final decision.

3 weeks already over. Fourth week running
 
I have resent the passport for stamping as initially stamping was not done due to incorrect photo specifications. Will i get my passport sooner this time? As we have attached the letter sent during first time.

Hello, I finally got Passport request from NDVO. My dad lives in Delhi and I am the sponsor in Canada. For submitting passport, vfs requires online payment but it wouldn't accept my Canadian Credit Card and it says payment failed. My dad doesn't have a debit or credit card. Did anyone face a similar issue? Thanks!

You can ask anyone for the payment even a relative or a friend will do.
