I was laid off recently and was on closed work permit. My work permit is expiring January 14th 2016 so I know I can apply for BOWP September 14th because of the 4 months rule.
I decided to give it a try so applied July 2nd as I need to work asap so when they process it it will be within 4 months so maybe it will be approved. I know there is a bigger chance that one will be canceled. Can I apply for 2nd BOWP after September 14th so If I get 1st one just cancel 2nd one. Therefore, if 1st one is refused, I wait for 2nd one from September 14th. I'm doing this just to start work as soon as possible as because of current 117 days of processing time.

I did the same way to reduce that long processing time.
When I applied that time neither I was having AOR nor 4 months time period but by the time my application processed I got AOR & it came under 4 months rule & I got open work permit....
The good thing is CIC consider the date when they process ur application not the date when you applied.
 
Tnx a lot for your response! You made my day now :) Hopefully 1st one is approved so I can finally work. It makes sense they look 4 months when they process(not when you apply) as per 117 days processing time.

Did you apply for 2 work permits in the same time too? And canceled 2nd one?

No I didn't apply two work permit, it came through first only :)

I had two processing at the same time last year, I had no issues.
