Trying to apply under express entry - Does time in navy as a SEAL count towards FSW?

I am a US applicant in school in Canada. I have over 7 years of experience in the US navy as a SEAL. I can not find any equivalent NOC code. I also have part time experience in sales during my schooling in Canada. I understand that the time working while a full time student will not count towards my work experience in Canada. I now only have 7 months of full time work experience in Canada after graduating with a Bachelor's degree. I am wondering if my time in the US Navy can count towards the FSW worker program. If not, can my combination of 7 months full time work in Canada and 2 years of part time work experience while in school in Canada combine to get me the full year of work experience for CEC? Both the part time work and the full time work now are in TEER 4 NOC code. Will none of my work count?

TEER 4 is not eligible for Express Entry. Must have year of Canadian experience in a TEER 1-3. Your NOC under old system was probably 6464. Were you a commissioned officer?

NOC 6464 is NOC C so would not be but don’t know NOC under new TEER.

If your duties match the duties of the NOC then yes. You need an employment letter that matches NOC responsibilities.

Once you get an ITA, you provide the letter. What needs to me in the letter is on the IRCC website. Do your duties match the NOC?

Deck officers, water transport, operate and command ships or self-propelled vessels to transport passengers and cargo on oceans and coastal and inland waters, and supervise and coordinate the activities of deck crews.

• Command and operate ships or other self-propelled vessels, such as barges or oil rigs, to transport passengers and cargo
• Command and operate coast guard vessels to provide ice-breaking and search and rescue services, and to maintain control over ships operating in Canadian waters
• Board vessels at berth or from pilot boats to advise ships' captains on the course to steer for safe passage into and out of ports, seaways or other waterways under pilotage authority
• Plan and execute safe navigational passage using navigational aids
• Determine geographical position using navigational instruments, maps and charts
• Guide vessels in rivers, canals, and other confined or hazardous waters and waterways
• Maintain vessels' navigational instruments and equipment
• Direct and oversee the loading and unloading of cargo

A lot of the description requirements seem to be applicable only to Canadian employment. For instance,

But do you match the NOC? Not sure a Navy SEAL would.

About 70% of your responsibilities need to match.

If I use code 72602 which seems to be TEER 2, and I believe 70% of my previous work matches, and then I receive the ITA and submit the employment letter from the NAVY, is it possible that at that point they will decide that my previous work does not exactly match and they will rescind the ITA? Yes. IRCC can cancel/refuse the application if they do not think your job matches the NOC. Your application would be cancelled and you re-enter pool with another NOC.
