I am a US applicant in school in Canada. I have over 7 years of experience in the US navy as a SEAL. I can not find any equivalent NOC code. I also have part time experience in sales during my schooling in Canada. I understand that the time working while a full time student will not count towards my work experience in Canada. I now only have 7 months of full time work experience in Canada after graduating with a Bachelor's degree. I am wondering if my time in the US Navy can count towards the FSW worker program. If not, can my combination of 7 months full time work in Canada and 2 years of part time work experience while in school in Canada combine to get me the full year of work experience for CEC? Both the part time work and the full time work now are in TEER 4 NOC code. Will none of my work count?

TEER 4 is not eligible for Express Entry. Must have year of Canadian experience in a TEER 1-3. Your NOC under old system was probably 6464. Were you a commissioned officer?
Once you get an ITA, you provide the letter. What needs to me in the letter is on the IRCC website. Do your duties match the NOC?

If I use code 72602 which seems to be TEER 2, and I believe 70% of my previous work matches, and then I receive the ITA and submit the employment letter from the NAVY, is it possible that at that point they will decide that my previous work does not exactly match and they will rescind the ITA? What happens then? Do I lose my application/profile?

Yes. IRCC can cancel/refuse the application if they do not think your job matches the NOC. Your application would be cancelled and you re-enter pool with another NOC.
