Trying to apply for bridging of open work permit or BOWP - keep getting IMM5257 instead of IMM5710. Anyone else? OWP expires in 7 days!

Hi everyone, my situation is as follows:

1. Came to Canada on a study permit
2. Applied and got a post-graduate work permit
3. Created EE profile, got ITA and submitted full PR application and got Acknowledgement of Receipt
4. Currently on OWP - trying to apply for a BOWP until PR is processed and approved.
5. Answered all BOWP eligibility questions
6. While trying to apply for BOWP, I keep getting IMM5257(outside of Canada) instead of IMM5710(inside of Canada).

Do you know if I can submit either IMM5257 or IMM5710? Why am I getting IMM5257?
PS. I answered all the eligibility for the BOWP questionnaire properly!
