my mother's TRV got rejected twice for same reason, weak family ties to home country from Singapore Office. She is comng to visit her brother in NY next month. Would it make a difference if she apply from CIC online or going directly to NY consulate, or from USA?
Weak family ties to the home country reflects a "red flag" to the VO as a possible immigrant. Strong ties to home country, previous foreign travel history, strong financials and net worth have better chances of getting TRV. Your question is not clear. Is she in S'pore right now or in the USA? TRV should usually be applied from the home country and not from the visiting country barring extra ordinary situations.

she applied from Bangladesh and was processed in Singapore VO. She has a US visa, she is coming to NY next month as her brother lives. She had been in Canada twice USA four times. But ever since my father died last year as he was working and there are no other siblings living I guess that makes it weaker ties, correct? I am a bit scarred applying 3rd time from Singapore. Thanks a lot for your response.
You could probably try one last time enclosing notarized copy of the property papers ( to strengthen her ties to home country) and a cover letter explaining her previous visits to Canada and USA listing out the entry and exit dates to prove she never over stayed / violated the visa terms.

thank you all for suggestions. She is a Bangladesh Citizen applied through VSF Singapore. She submitted everything in her last TRV one month ago. TRV rejected reason is only (1) family ties to home country
The reason I believe, my father passed away last year and my only brother lives here in Canada.
But she submitted she has fixed deposit money into Banks($13000), Land and property and also I have included a letter from my local MPs' from Toronto. still they denied.
is ther any option for hiriing a Lawyer and contest this decision? or appealing ? can any one advise if you guys know any good immigration lawyers?
Did your mother ever try applying a tourist visa to Canada (that is without any invitation letter and supporting document from you or your brother in Canada)? One of my wife's uncle and his wife got that visa and visited us. I think they showed extensive traveling itinerary (such as hotel bookings in Quebec City, , Niagara Falls and Victoria) to the VO.

thank you, no my mother has not applied for a tourist visa without the invitation letter. do you think it'll be a good idea? since they already know very well about her background and the purpose of visit and etc.
the problem is they are not trusting her that she would leave Canada after two months. She also got a five year US multiple visa last month just before applying Canada TRV.
