-FIL is a joint owner in a house with son, MIL has another house in her name
-They have a working son, married and settled in India
Since my FIL is retired(though he has property and hence some economic ties, and social ties there) should we first try filing the TRV of MIL first?
Are there a high chance of refusal since none of them have a job there?

IMO, job is not the only tie to your home country - Both of them have properties in their name plus they have a settled son there as well. And then there are the intangibles like an established social circle and a set lifestyle which you can explain in your own words. At this age, they would definitely want to live at home (in india) rather than moving to a whole new country that they are not familiar with. All these, in my opinion, are solid ties. If you are specific about why they are visiting and why you believe they have a reason to go back to India, you should be good to apply for both at the same time.

Online application is better since it gets rid of the communication wait time since correspondence is via email. Plus I believe it saves CIC time as well coz they have upload the paper document anyway.
