yes we can ,you need to inform IRCC via webform that you need your file transferred to the specific country and then you can mail in your passport in that country after approval.

I would suggest confirming with IRCc on call as we might need to inform first as they take time to respond to webform.

Could any one who had sent a webform recently regarding delayed TRV let me know how long it took for the IRCC response? And wether it helped or not. My application is now crossing 70 days and still under review. Very dispointing
