Applied in March with no PR application in process. Don’t think PR application has anything to do with the delay
The PR application as well as the TRV application were inland with country of residence as Canada. I only left Canada in mid October and the TRV was applied since May and PR since July.
Did you get your new TRV before or after you left Canada in October? Did you inform them that you left? maybe that's why they expedited? I'm just speculating
