If applying by paper, do we need to send passport along or wait till they request it through PPR? It says passport not required at the moment, but why are they asking for return XpressPost envelope now?

You have to wait for ppr, then send your passport.
they need the second envelope to return your documents, even if they refuse your application.

Did you apply online? You didn't get any notifications asking you to send your passport yet? They have people who applied 10 days earlier than you and got a reply at the end of June. So probably you will get it soon. Please update the information if you get any notifications!
