I am trying to understand if you application is already approved passport already delivered to IRCC then what taking them to take so much time just to put trv stamp?

Backlog not working hard just spending time on work and wasting people money and valuable time

If they asked for the passport for a TRV application, when saying "a decision has been made...", it means it is approved.
