It's true but some people also got their PPR after sending webforms.

Yes, nothing wrong in sending through a webform if you feel it's delayed. But you shouldn't be doing it more than once, it's written on the acknowledgement email that they send.

Some applicants here are reporting TRV's beyond the length of their PGWP. Are these applicants in the minority ? Or is this done to encourage tourism ? Is everyone getting it ? Thanks.

I think they are doing this to encourage tourism. Any country would want people to spend money, even better when its to study or vacation $$. The 2028 must be the expiry date of your passport. Most applicants are anyway vetted well before initial approval which is mostly always based on $. Most people who don't convert to PR still somehow want to stay longer/visit friends, family etc. Interesting stuff really.
