Very hard to comment without knowing their situation and what was specified as why they were denied. Did they get denied for aa TRV or for the special authorization to travel? Did you submit the request for special authorization to travel as well?
Thank you for your prompt reply. They got refused for trv. I didnt submit any written authorization as the website says it will be processed with the visa if they satisfied purpose is essential travel.

But you are on a PGWP/OWP so you don’t meet the exemption of immediate family since you are not PR or a citizen. So your parents travel is not viewed as essential during Covid. You can try again but they also need written authorization.

Immediate family members of PR and Citizens don’t need authorization that is what I was referring to. Your parents need an approved visa and authorization. Their refusal states that officers don’t think a visit is essential at this time due to Covid. This also is because you are temporary workers and don’t have the same “benefits” as the parents of PRs. They can apply again but need strong profile to show funds, short visit, ties to home country but given the reason for their refusal, they may need to reapply when travel restrictions ease.

They have changed the process and you no longer apply for special authorization through IMM0006 which is why I was getting confused. You now submit a webform. You can certainly apply again but other people in similar positions seem to also get denied. There may also be a travel ban so that would make travel impossible.
