Hello, as the holder of the travel document for refugees I can go to Germany without a visa, from Germany can I travel freely to other Schengen countries such as France?
 
You need to apply for a Schengen visa. I read here that some protected persons in Canada who travelled using an RTD without PR did the same and travelled to Switzerland but were find because they did not have a visitor visa. For Germany and Italy no visa is needed, but this is not the case for other European countries.
