Im gonna have 740 days physical presence in Canada on December 15. I would like to send my PR card renewal application before christmas.
I have to travel to Europe very urgently. If I leave the country after I sent my application, Can I return to Canada via US? I need to apply for ESTA right?
Will I be asked by the US border agency at Buffalo why I dont have return ticket to Europe?

Yes - you can fly to the US and renter Canada through a US/Canada. Yes - you will need to apply for an ESTA. No - there shouldn't be any issue with US officials.
Remember that you will have to continue meeting the 2 out of 5 year RO. Since you are very close to the RO make sure that on any date you comply with the RO. It is now a rolling system not another 5 year block from the point where you submit your renewal.

My pr card was valid from 2013 January 27 until 2018 February 25.
I came to Canada in 2013 for a week just doing my first landing.
After I left the country beacuse I was on the University and I didnt want to leave without accomplish it.
In 2016 September 22 I came back and stayed until 2017 June 24 when I went back for a family visit and came back in 2017 September 11. Since then Im here in Canada todays date (2018 November 23 ).
I do not meet with residency requirement in the first 5 years.
But in December 15 I will have 740day physical presence in Canada according to CIC calculator.
In this case I will comply with the RO right?
