Travel to Canada while waiting on outland spousal sponsorship: Is it possible?

I hate to start a new topic but I can't find any recent posts on this topic and nothing helpful on cic.gc.ca (no surprise there).
My husband is waiting for his PR outland, but we need to return to Canada in a few months for a family event. We expect to have COPR or at least PPR by then, but incase we don't, is it possible for him to travel to Canada on a tourist visa and wait for the application to finish processing from there?
Older posts (c.2010) say that you can visit if you're able to prove intention to return to your country, but if he intends to finish the process waiting in Canada, will that be a problem?
If he gets PPR while in Canada, does he have to send his passport to his country or is it possible to arrange to send it to Ottawa?
Has anyone been in a similar situation? What happened in your case?

I know, on the application, I'll have to change my address to our Canadian one when we arrive. Will my husband (primary applicant) have to do anything regarding the application? Or does he just cross the border like any other person on a tourist visa?

if your husband plans to be in canada during his entire processing, he will want to change his address to where he will be in canada. if he plans to leave before approval, it's not necessary. the address he lists in the application is where the approval paper will be mailed.
generally, the passport request letter will include information for sending the passport to ottawa instead of his home country's visa processing office, if he is in canada at that time.
