Your husband would need to apply for a TRV (tourist visa) in order to be able to join you in Canada. Since you have claimed refugee status here, the chances of the TRV being approved are very low. However he can certainly try.
[He is having visit visa but pblm is he need travel permit like why his travelling is essential not for tourist purpose, as it being 3 months he struck in home country n couldn't join us.

After you filed for asylum there is a good chance your husband’s TRV was cancelled. Don’t book a non-refundable ticket before making sure he is still able to travel.
With current Pandemic situation and government regulation he will be not able to travel or any tourist is not allowed to travel in Canada until further notice. When normal flight schedule to resume please check with the nearest Canadian High Commission about the validate of the visa, as your husband TRV may be cancelled when u filed claim in Canada. But in my case it was mentioned my husband will join me even my lawyer knew this,hope his visa is still valis
