I'm assuming it's a family member or friend. If so, then based on the fact that you have claimed refugee status - CIC will be concerned your family member/friend has plans to do the same. To be approved, that person will have to show extremely strong ties to their home country to demonstrate they have no plans on remaining in Canada long term.

Personally, given the information on your status and his current age and employment status, I'd say the chances are closer to zero he will get a TRV. The assumption would be he would claim asylum if he enters Canada.

To clarify, you don't sponsor for a TRV. They must qualify on their own merits. All you can do for a TRV is supply a letter of invitation. You can sponsor for a Supervisa.
There is nothing to say that they can't apply for a TRV or you cant sponsor for a Supervisa, but the fact that you claimed as a refugee in Canada will always work against them on an application. The assumption will be that because of your status, there is substantial risk that your family members will also claim asylum if they enter Canada. That probably won't change for some time (maybe after citizenship). In order for them to be successful, their applications will need to be backed up with exceptionally strong evidence to support them leaving Canada at the end of their trip. And that won't be easy to provide I'm afraid.
