hey guys waddup, can a refugee claimant on an open work permit with pending final decision,sponsor someone for a visitor visa from his home country?

Your case is much more complicated then just a visitor visa, There was also no mention of refugee claim in your previous posts. At least I don't think so.

I'm assuming it's a family member or friend. If so, then based on the fact that you have claimed refugee status - CIC will be concerned your family member/friend has plans to do the same. To be approved, that person will have to show extremely strong ties to their home country to demonstrate they have no plans on remaining in Canada long term.

If you are trying to sponsor your father this is a much more complex issue that deals with misrepresentation.

well he is actually my mom's father he is around 70 so i think he have chances because he is old and cant work

Personally, given the information on your status and his current age and employment status, I'd say the chances are closer to zero he will get a TRV. The assumption would be he would claim asylum if he enters Canada.

so you mean i can never ever sponsor someone for a TRV,SUPERVISA, from my home country?

To clarify, you don't sponsor for a TRV. They must qualify on their own merits. All you can do for a TRV is supply a letter of invitation. You can sponsor for a Supervisa.
There is nothing to say that they can't apply for a TRV or you cant sponsor for a Supervisa, but the fact that you claimed as a refugee in Canada will always work against them on an application. The assumption will be that because of your status, there is substantial risk that your family members will also claim asylum if they enter Canada. That probably won't change for some time (maybe after citizenship). In order for them to be successful, their applications will need to be backed up with exceptionally strong evidence to support them leaving Canada at the end of their trip. And that won't be easy to provide I'm afraid.
