I am landing in Canada for my PR and i have seen Question # 21 on the PRC form:
Your Travel History: You must list all your absences from Canada in the last five (5) years, or since becoming a permanent resident if less than five (5) years ago. Fill in the dates of the period that should be assessed.
Since this is my first time landing to process PR, do i need to fill this question in the form although I live outside of Canada at time being?

No need to fill PRC form, once you would land at port of entry, you will be directed to immigration counter for newly immigrants and rest officers would do, you would need to give them your passport and CORP, PR card will be dispatched at your provided address in canada within 6-8 weeks.
