Can a permanent resident, who have stayed in Canada for just a week, get a travel document for use as a re-entry document if he/she decides to travel back to his/her home country as soon as possible after completing the landing procedure?

You mean I can't get a travel document in Canada but I can get one abroad meaning to any other country. Why? I think it's much safer to get a travel document first before you get out of Canada.
Just want to clarify things and thank you very much to all who will reply.
there is no other option,go outside canada and then take your proof of landing and other documents to that particular high commision and get a travel document,as per me no other option, but this is also easy
