Anyone applied for PR travel document recently from India? I want to know the processing time and any specific queries from the consulate?

Apply thro VFS India. Generally around 2 weeks time.
 
Can i not submit to consulate directly? Anyone got it through expedited processing?

no Expideted processing. No Direct interaction with Consulate.
everything related to CANADA visa or ImMIgration in INDIA has to happen through VFS

Since when did this happen? The high commission used to accept applications and one had the option of either choosing to submit at the VFS or high commission.
 
VFS is better. It is faster and safe. You can track the passport online. Also passport you can collect in person or courier option also there.

VFS is better option if you are not a resident of Delhi, otherwise its better to deal with the high commission directly. This anyway is my personal opinion.
