I have birth certificate written in both my own country language and English. Should i still translate my birth certificate into English only?

I am planning to write cover letter for pcc that i will submit later. i don't format of the cover letter. i was wondering should i write application number in the cover letter?

There is no need to submit an explanation letter for the PCC. I too submitted my PR application without PCC and no cover letter.
