I am flying from Washington DC to Hyderabad India Via Toronto (6 hrs wait in Toronto). I think I will need a Transit visa to transit through Canada. Can I get a multiple entry visitor Visa instead of a transit Visa? as I plan to visit Canada later. Or is transit visa a must?

Your choice, but it will be easier to get a transit visa. You may have difficulty being resident in the US getting a Multiple Entry (lack of ties to country applying from)

Thought I'll add my two cents - although not particularly relevant - My wife was coming to toronto via chicago from Lahore. She had a TRV for Canada - we applied for a "transit" visa for the US. and stated categorically in the application that we have are transitting thru to Toronto - but she got a 5 year multiple B1/B2 visa. Odd
TRV processing time is way longer than transit visas. It takes about 3 months for everything. Plus the fees for TRV may be higher than transit visa as well.
