I can't update the OP but wanted to mention I'm going to stop tracking the inside/outside variable. It doesn't seem to matter if you are with your spouse or not, equal amounts of applications where the applications were with their spouses in Canada, or not, were transferred. So that mystery is solved
But it's still helpful I think to see the timeline from when the application was transferred to PPR, so I'll keep tracking it for now.
