Hey Lennon, I am also in your boat, I had submitted my PCC on June 15th and got my RPRF request on July 4th. What I understand is once you submit your PCC, you surely would get RPRF in next 2-3 weeks.

Hey bud I also didnt put my PCC initially when did u submit ur PCC did ur ecas change to in process bud of mine asked to send his PCC and then after 3 weeks he asked to pay his RPRF

Hey jaski....I think the time is about 2 to 3 weeks if everything is normal and happening on time.
Were you asked for your PCC? If it's YES then ignore my next sentence....but If it's NO then how do you know that you need to send it to CPP-Ottawa?
Also, you can pay your RPRF upfront without being asked which saves some time for you at later stages. It's just my suggestion, but you take a final decision.
