From what I know(correct me if I'm wrong), CC charge has nothing to do with AOR.
I've seen people's file got returned without any AOR with their CC charged. They only give out AORs after they review your complete application ie no missing documents.
Update from my side , Just right now I hv got a email from CIC about the UCI no and Application no.
So AOR received from CIC on 05-Mar-12.
One another thing I also have to share that I have only given name on my passport and last/family name field is left blank on my passport. And I have also put my complete name in family name column of Generic Form for PR application.
Did you copied your form when u submitted your application. If yes check the email id that you provided. May be it is wrong. I believe you are checking your junk folder aswell it might be sitting there. or you can just wait or email CIC for an update......

Maybe you could list of the copies of forms/documents you have saved? So we can check if you missed any.
Also if you did use a lawyer as your representative, sometimes AOR could take longer than usual.
After I mailed my application I was worried that I forgot to send them a photocopy of my passport but then I received AOR which means I didn't forget it. Hooray!
