CIC was working yesterday (18/Feb) - Family day is not a statutory holiday for Nova Scotia (check WikiPedia for details).
Sydney was processing fees yesterday. The referenced application (under SINP) was received at Sydney office on 17/Jan/2013.

Just wanna to let you know CIO is sending the Visa Office's file number too.
If your file number starts with EP********* or something like that. That means that is your permanent file number until the visa officer takes the decision.
Wish you guys luck. Hope fully we ll get more AOR's or Medcals soon.
