How do people know that their photos were received by CIC. Do they receive an acknowledgment letter from CIC ? Or from Canada post ?

There is no certain way except you get a tracking number from Canada Post. Mine is stuck due to Delivery backlogs from CanadaPost strike. May be try Fedex or UPS. Later on after a week you can call CIC or inquire through webform if the case file has the photos.

It changes back from updated to submitted when you access it. Don't worry.

1. How do we link PR card application ? Is it different from the application / profile created to apply for PR.
2 . IN my profile I see the Final decision as "Approved " , so this status is for my COPR or PR card ?
3. And how do I get to know if cic mailed my PR card or not ?

Note : I landed on Nov 22nd 2018.

If u did not link your PR application yet so the approved is on COPR
U can link your application :

• Log in to your account
• Click “Link application to this account” under the heading “What would you like to do today?”
• Enter the information exactly as you did you on your application form. If you made updates after you applied, enter the most recent information.
• After you link your application, all messages about your application will be sent to you through your account. You will no longer receive paper letters about your application

I landed 28 Septemper and my application approved 30 November and just received my card 7 Dec
