If you send the photos by courier, you should use the 2nd one. I recommend you use it as below if you want to courier. (If you are outside Canada better to use courier than normal post, unless you courier the photos to a friend in Canada and ask him to post the photos to CIC for you).

Yes, just post and use the address from where you are, it’s not an issue
