Why do you assume the child will not be covered? The father is here on a work permit, so it is quite likely that he has coverage and therefore the child would also be covered.
Following issues to this story:
1. The fact that her husband is working in Canada and a potential lack of ties to her home country, might end up in TRV rejection. And that she has applied for SOWP is just a red flag to check her application more in detail (just because it hints that she wants to stay longer).
2. She might have problem to board the plane (that would depend how visible her pregnancy will be by that time and what are the policies of that air carrier (and yes some do refuse pregnant women that are close to the delivery time simply because there is nobody really properly trained there do deliver baby on board).
3. She might be rejected on the border (despite approved TRV) for the very same reason - visible pregnancy. As a visitor she has no right to enter Canada and if an officer sees a dual intent there (in this case it would be a clear birth tourism), they might reject her.
Given her 5th month pregnancy, any potential TRV approval would put her somewhere between 6th and 7 month, by which time pregnancy is pretty much visible.
So yes there is high level of rejection of any TRV application just because of that.
