You must declare visa refusals to any country, including to Canada. Failure to declare a previous visa refusal can result in a 5 years' ban for misrepresentation.
It does not matter how long back you were refused. All records are available and can be easily accessed

Your spousal PR application is on record. You must declare the refusal.
Processing of your TRV application might take longer than the estimated time. Do ensure that every document is correct/genuine. You may want to apply on your own or else do check your application before a representative submits it

But when i checked it today this has been changed to "Review of eligibility We are reviewing whether you meet the eligibility requirements."
What does it mean? Are they gonna give a decision very soon?
