Has anyone from the Purolator batch at 9:43am talked to the reporters about Purolators reported time?
With the 10:08 packages being charged now, it supports the idea that the 9:43 packages didn't arrive until the afternoon. I guess wait and see if more 10:08 ones get charged and if 9:43 ones get charged or not. It's one thing for them to go and come back later, its another thing to lie about delivery time.

No it doesnt, It just means CIC pretty much treats all apps collected within a certain timeline equally. If you read the reports, all the apps were basically going into cages. There is no guarantee that an app which reached earlier will be processed earlier. It just has a higher chance of being near the top.

This approach violates the concept of first come first serve basis on CIC's website.
The applications are likely stored in cages chronologically as it comes in. Once the 14K is reached, they will go back to the first applications in queue and start processing for completeness.
I strongly belive that my application got reach early, that's why it got charge, One of friend has sent application with me in same office, and when he asked delivery time , they told him 8:45, and they told me 10:08, Same batch same office same time we submitted, He got charge too just few minutes ago, So I beilve mine got delivered with him at 8:45 but they gave me wrong delivery time

That makes complete sense. The time stamp by courier are totally unreliable.
The only thing that is reliable is the credit charges. It's the only way to know for sure.
I wouldn't trust courier's timestamp until the credit charges are made. It doesn't matter what time the courier says it delivered, whether it's 8am or 12pm. It's the credit card charges that matters most.
