Unfortunately even with cap increase that may not be enough. Let's not forget that canada post would have had 2 deliveries on January 4th as well. 1 would be express post to courier address and 2nd delivery to the po box. So likely the apps that reached on January 5th may not even make a 10000 cap.

If they had 14000 in 4 days, then the day-by-day breakdown is probably 8000/3000/2000/1000. I expect anyone like me who was in the Purolator 9:43 will be in the 5000-10000 range.

3) Next 5000 complete will not be returned as of now and their credit cards will not be charged
if Decision later is accept 10K then charge CC for 5000 complete apps from step 3 else return them

Would make sense. It buys them time to deal with bigger numbers of applications in the meantime, although i doubt the decision will change now that it's been announced.

Unlikely now. All red seats will turn blue in GTA. Govt cannot loose it's face once such announcement is made on cic website. Either stick to 5000 or do not murmur.
I thought it was weird that they didn't announce until recently they would accept 5000 applications.
Until just before the end of the year it said 'the number of applications will be limited' and it gave me hope for the double.
I wonder why they then went on to talk about 5K and now 10K.
Now that it gained so much press attention, they will definitely stick to the 10,000 number. It is still not many considering that Canada accepted 260,404 new Permanent Residents in 2004. It would do a lot of damage politically to go back on their word, and cost them nothing to increase it again to 10,000.

exactly .. since it has caught public attention so create a vague atmosphere so everyone is in a sense of confusion.. then when the attention dies just quietly keep the number at 5k and return the rest..also announce 10k as the cap for next year so everyone is preparing their apps for next year.. simple

I agree with you - the key difference here is "retain 10K apps" vs. "place 5k in inventory queue". It suggests business as usual for the first 5k apps, as for the 5K-10K bucket, only time will tell whether this is a good thing or a not so good thing.
