In the past, if both parents are on the same application, and one parent fails the IME, then the application is rejected, with 90 days to appeal. Not sure if this procedure has changed. I doubt though.
For PR to be issued, all family members have to pass the medicals. If one does not, they will issue a fairness letter. To respond to this, you would be better off with a lawyer.

Hello Members,
Does anyone have any experience on contacting the London Visa Office or any Local Visa office using the Webform?
Any idea how long do they take to respond back with your inquiry?
Thank you

Nop, we submitted med and rprf in july I believe. nothing since then. few weeks ago, ECAS status under background check turned to in progress but that's about it.

When background check turns into in-progress, it doesn't take long to issue a PPR. Obviously, it depends on the LVO.
The other thing that may start playing a vital role in issuing PPR is that we are near the end of the year. Not sure if CIC is going to maintain their yearly quota of 20,000 PR approvals. If that happens, some of you may see things slowing down now and picking up early next year.
No matter what, 2016 applicants are getting it done within a year or so - delaying it by only few weeks-months cannot put anyone on stress.

Finally the journey ended this morning. My parents landed at Niagara border, took an hour, everything went smooth. Thanks everyone of this forum for being so supportive.
