Can anybody tell me that how much maximum and minimum time does it take to complete the process of PR if one is under 38 list

Is the time period is same for all the 38 categories or differ
I am going to reapply as an accountant my consultant told me that your case can be finalise with in 9-10 months is it right . Is it the time period now a days .
