I don't know when IRCC will start background and security check
We received his Pre arrival letter few days before and thats all.

Yes he is still stuck. I did get a landing interview but when I mentioned that I m married they put my landing on hold n started processing my husband file then. I applied.i Dec 2018, n added spouse in January 2020 got pre arrival letter and landing interview in September 2020 but they started processing his file in Nov 2020.

Last they asked for his PCC in January 2021 after that no update yet.

Submitted my address and photos almost a month ago. Still nothing
I am not sure which office is handling my case, I live in Edmonton so I am guessing either Edmonton or Calgary.

If I was told by an IRCC agent that I have passed eligibility, got exempted from medical, passed Security and Criminality background checks, when can I expect to receive a decision??

Unfortunately no one can tell .. your file needs be review by your officer so that they can make a decision.. ive passed everything since April and still waiting for a decision.. I applied in May 2019

But I thought if you pass everything that means your application is done processing, isn't it?

No, a decision needs to be made first before your file is transferred to your local/near IRCC office to issue you your pr document

Nothing is called done until you hear from them. I had a decision made in April and after that I had nothing.
