If you chose, you can still use the tracker be entering the Receipt number for your application payment and once ecas changes the tracker will notify you.
Currently CIC are working on applications received on January 13th. http://www.cic.gc.ca/english/information/times/perm-fc.asp

I was looking at the e-cas tracker site. By signing up, that would give anyone with access to that database my credentials and access to my immigration information, right?

It's perfectly safe.
From the site:
The contents of your e-CAS file are never stored - what it stores is how many lines there are on the details page of your e-CAS file, not what it actually says. (The system tells you what the latest line is when it emails you, but then forgets this information straight away once the email is sent.)
A few months after your immigration application is complete (usually because you or the person you are sponsoring became a permanent resident or citizen) e-CAS stops working. At this time your file is deactivated automatically and your details are removed from the e-CAS Tracker database.

If you choose not to trust it, that's your decision, but many people (including myself) don't mind using it.
And besides, CIC doesn't trust you with your own information, so why do you think they'd trust someone else, posing as you? They wouldn't.
I need some help here, I am very confused.
On Tuesday (FEB 8th) I got an update on e-CAS of "A decision has been made on your application. The office will contact you concerning this decision."
Last night I sent an e-mail to Buffalo (through "Case Specific Inquiry" on Buffalo's Web Site.) stating that I had received an update on e-CAS of Decision made and that I would like to submit my passport. Today i received the following response from Buffalo:
No decision has been made on your application to date.
e-Cas is for applications processing within Canada only.
Immigration cases being processed in Visa offices outside Canada use a system different from that used to process similar applications in Canada. As a result, the e-Client Application Status (e-CAS) does not reflect the status of cases being processed in Buffalo.
Do not use the CIC e-Cas on-line change of address system. Your new address will not be downloaded to your file in Buffalo.

I've had a similar story to you. I sent a specific case inquiry to Buffalo as well asking if they had received my CSQ. I know Quebec has emailed it to them, my husband faxed a copy, I emailed a PDF, and we also mailed another hard copy. Today they are saying that they still do not have it! Also, the first time I emailed them about this issue, they told me I needed to complete my medical forms. This was also incorrect because I had completed and received no further instructions regarding my medical information. The only conclusion that my husband and I have come up with so far is that whoever is emailing us does not have reliable information. I do not know as much information about the e-CAS system to help you out there.
Hello everyone - how's the patience coming along for those of us who are still waiting on our PPR's?
J2m - I'm guessing you should wait until the visa office contacts you - just because you're getting conflicting messages.
Pharoh - how's it going? Any word on your CAIPS notes?
I just received an email from E-Cas Tracker not too long with same message "We started processing your application on January 27, 2011" so I said to myself I already know this, this message was sent to me already so I read further down and one of the reason they stated I maybe receiving this email was because "4. Occasionally this could mean your mailing address has been added or removed from e-CAS." I decided to log onto CIC to see what's up then I realize the added my mailing address to my file! YAY! So I"m guessing this means my applications is REALLY being worked on!
Hope to hear/see good news soon for everyone and myself!!

That's funny, I just started a thread on this. I got that same email you did, and was crushed to see it wasn't 'Interview Waived' or 'Passport Request'. It appeared as though my address was added, however, which would imply someone has actually looked at my application this week (as opposed to it sitting at the bottom of a pile on someone's desk).
...of course, the million dollar question at this point is, how much longer till PPR?
Edit: I can track my CAIPS notes order through the site I ordered it from. It says it's 38% complete processing (just waiting on Ottawa to respond with the information) I should have the results in 3-4 weeks.

I was approved as a sponsor on Tuesday received our letter in the mail today....25 days is all it took

It would sure be nice if everyone here had their data in there!

Yeah hopefully a lot of people use it - maybe this way that one dedicated person doesn't have to always manually update everyone's timeline - they can just use the filters on www.trackitt.com to sort through and only look at which criterias are within their interest.
They need to make a new update category for "Address added to eCas."
