I think a criminal conviction (even if a pardon has been received) almost always complicates a file and delays processing since additional steps and verifications have to be completed on the CIC's end. I suspect this is why you've had a long wait. I hope you'll be finished soon!
Thank you for your feedback. It's a bit of a pain getting the state police certificate in my state, as you have to request the forms online (which they then mail to you), then you get fingerprints, then mail it back to them, and wait to process. There's an extra step involved, whereas with the FBI background check, you can simply fill out the forms and print them online, include the fingerprints, and mail it off.
I've only lived in 1 state since the age of 18. Prior to that, in my youth, I lived in 3 others. If I understand the CIC site correctly, they're only interested in police certificates from places you've lived since the age of 18, correct? So I should only get one from where I've lived (and am living) since the age of 18?
Oh, and go Packers! I always found Pennsylvania to be a dull state... now Wisconsin on the other hand... Milwaukee... Madison... Green Bay... Eau Claire...
