Wow.. we have got same timeline just that medical was done and passed in August and file was transferred around July. I hope I get my PPR in few days.... once again congratulations
Have you done biometric, medicals? Based on my understanding, the basic milestones that are referenced before PPR (excluding applicants proposing to stay in Quebec) are AOR, Biometric, Spousal Approval, Transfer to local VO, AOR2, Medicals, Pre-arrival mail and DM. For each milestone, there are speculations what the wait time could be before PPR based on personal experiences shared on public platforms like this. If you can share what your timeline is with respect to those milestones, I'm sure you will get some good response to your inquiry.

Thank you for your response. Here is my spouse timeline.
Application received: April 18th, 2019
Medicals was done before submission in March and approved on: May 30th
SA: May 31st
Biometrics done: June 7th
File transfer to Mississauga: June 12th
File transfer to Accra: August 1st
Then on August 16th ECAS started showing: we've started processing your case.
Since then we're still waiting, not sure what the next step will be.

Since your application was submitted in March and you have gone through all pre-PPR stages (to a reasonable extent) + some February applicants are already getting PPR, **I would assume** you would get PPR between this month and next. Hopefully, AVO rolls out PPR mail to February applicants before the end of this month.
I'm a February applicant (also expecting the golden mail), I'd advise you stay positive.
Not as though its totally different, there are about 1 or 2 more things required of those planning to move there. Never looked into it because its not my focus.
