Your husband will be the sponsor in this case. You cannot be a co-signer as you are not in Canada while the application is being made. And that is perfectly Ok. When I applied for my daughter's application in May, I also had my wife fill the 'DECLARATION FROM NON-ACCOMPANYING PARENT/GUARDIAN FOR MINORS IMMIGRATING TO CANADA'. It is form IMM5604e. You will also have to notarize the form. My wife had it couriered to Canada. I also included an explanation letter and stated that my wife will travel with my daughter when she comes to Canada. I had noticed on one or two threads that CIC had asked for it when in such cases (when one of the parent is not in Canada).

Not sure if this is the norm. I had asked around before the application and got different answers from different people. It was anywhere between 3 to 7 months for dependent children. I dont think there is a pattern or I couldnt recognize one. Anyway, most them get processed in about 5 months is what I understand.

I, my wife and my daughter received our permanent resident card at June, 2018. We are living in Turkey at the moment. We had a plan to move to Canada at October. However, my wife is pregnant at the moment and the doctor did not (and even now also do not) let us to travel since her pragnancy is very risky (risk of abort). Therefore, I will land during October to Canada but they will move later after postpartum(birth). I need your help to answer for my below questions;
1- Is there any procedure for this kind of unusual situation? Is it possible to get a tourist visa for my new born baby while we are in Turkey and to apply sponsorship later from Canada?
2- Do I have to work to be a sponsor for my new born kid? Is it ok to show some amount of money in my bank account?
If you know some other way to solve my problem, please advise.

Yes, you can apply for a visitor visa after the baby is born. Explain the situation in a Letter of Explanation (LoE). For example, explain how the delivery couldnt be in Canada due to complications. Also mention that you will be applying for a sponsorship as soon as you are in Canada and that you need the visitor visa to be able to travel together as a family. And that you will respect all the conditions of the visitor visa. Include insurance for at least 3 months. If you have a good travel history, also mention that. From my experience, this gives you the best chance for a visitor visa.
But please keep in mind that the visitor visa could be denied. Many cases on this forum also have reported rejection of visitor visa requests. I also had the first visitor visa for my daughter rejected.
If the visitor visa is rejected, you could apply for a TRP. Otherwise, or if the TRP is also rejected, you will have to travel to Canada and then apply for the sponsorship. It is expected that you are in Canada throughout the application process. Short trips outside Canada should be OK.
It helps if you have a job. But if you can show funds in Canada, that should be sufficient. Dependent visas doesnt have a minimum requirement. Again, use a letter of explanation and mention that you are looking for jobs and that you have sufficient funds to support your family. Include as much proof as possible (Bank statements, Tax returns and bank statements from your previous country of residence, etc.).
