CIC counts 6 months from the moment they received complete package of documents. But I wish they did. I'm from January 31 draw (then moved to CEC on February 20).

I submitted my application on Apr 27 but sent my PCC in the month of June, may be what you are saying is true and CIC would count six months from the day they received my PCC
