I don't understand, I'm kind of confused. What about your Canadian work experience in 2008? What do they mean by at the time you received your ITA you no longer possessed the qualification?

I am so terribly sorry to hear this, EricCartman. But, as Anya said earlier, I am having a hard time also parsing through the refusal message. If you did not apply under CEC, how does the Canadian work experience matter? Especially since you have so many other years of work in Dubai to prove. Doesn't FSW require one year of full-time work experience as a sufficient baseline?
That's what is confusing me.
Not only did I complete my undergraduate degree in Toronto and worked there for 1 year and 8 months and another 6 years work experience in dubai.
Why are they rejecting me???

How long was your Canadian experience for and did you declare it under work experience and provide a reference letter? Also did you provide a NOC codes de, reference letter etc to back up your Dubai work experience? Seems like they completely ignored your Dubai work experience.

My Canadian work experience was a year and 9 months in total. I did provide reference letter for it.
I also provided noc codes for all my dubai work experience along with the reference notes.
They did ignore all.my dubai work experience

As per your signature it's FSW. I think you shouldn't panic. Raise a CSE and I am certain they will 're-open your file as they did with those Medical cases (Yelena's).
You are very correct. The below is what I copied from CIC website regarding qualification under CEC:
You must have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply.
EricCartman eventhough you think you qualified for both streams, which stream did you receive the ITA for? If you had known you should have completely omitted your Canadian experience and only added it to your personal history to avoid confusion since that experience is now useless
So that might be the reason of rejection, I think he claimed points for Canadian work experience i.e. 35 or 40 (Maximum) His total points was 510 and if he claimed I would say only 35 points for Canadian work experience that might had been deducted from 510 Points makes his points 475 that is less than the points declared on 20 march 2015 the invitation date that was 481 Points....

I received my ITA under FSW and it had the breakdown of my points. I just double.checked and it is FSW.
How do I raise a CSE?

- So even if you were not invited under CEC, you still got points for Canadian Work Experience as per the assumption that you gained the minimum 1 year Canadian experience in the last 3 years..
